This character is written by Kanzi, Regular script.

The state that a person stretches his/her neck.

 ( moon )  +   ( lose )
It looks like " moon " sees the distance.  It looks like " lose " looks for a few thing.

Compounds :

希望 (hope, wish),  望郷 (homesickness, nostalgia),  欲望 (greed, desire)

Yes. The man continues looking for something.  It may be our human essence.

However, as for strong "Hope", there is a case to be realized sometime. Of course there is often the case that it is not so.  It may be often that there is the cause of the human failure in "greed".  Ironically, this is the example very often.
